AGENDA 2026: Mukono Disabled Councillor Steps In To Correct Rot In NRM

Mukono Municipal Council male councillor for People With Disabilities (PWDs) Ramadhan Lubowa Kamau a.k.a Nkwenge has enumerated gaping shortcomings in the National Resistance Movement (NRM) in Mukono Central Division, and stepped out to contest for the party chairmanship to reverse the trend of failure registered in the 2021 elections.

Lubowa says he has been compelled to contest to be able to address issues that led to the party’s embarrassing loss, including what he referred to as petty issues like provision of lunch to flag bearers’ agents (including those of candidate Museveni), transport for disabled voters to polling stations, and a host of others.

“The most disturbing bit is that the people who even failed to address petty issues like the foregoing are the same faces coming out to stand for our primaries, but for the sake of salvaging the face of the party, we are saying ‘No’ to this,” stressed Lubowa.

The disabled councillor is seeking a mandate to step in the footsteps of Moses Male who threw in the towel, and is running alongside Namumira ward LC 2 chairperson, Stephen Kigundu. He has no kind words for past NRM members of parliament in the district whom he accused of sitting in the victory comfort zones after scooping votes, instead of keeping in close touch with the grass root to strengthen the solidarity.

“We have no office in the central division and party issues are discussed either on streets or in individuals’ homes” Lubowa lamented, and promised to prioritise setting up an office on getting into leadership.

Without mentioning names, he attacked would-be party faithfuls for dirtying their hands by dipping their fingers in fraudulent land deals, leaving poor bibanja holders in tears and at the end of the day tainting the NRM’s picture.

The councillor who seemed to be all out to lay bare all dirt in his party, lashed at opponents whom he said are engaged in a smear campaign owing to his physical disability, by telling voters that he is only fit to represent the disabled. He reasoned that such an argument has long lost water since President Museveni waged war on opponents of affirmative action.

Driving the point home, Lubowa said, “Unless subscribing to this school of thought have been living out of Uganda, everybody is aware of President Museveni successful efforts at empowering hitherto marginalized people including the disabled, youths, women and the elderly economically, socially and otherwise”.

As a result of such empowerment, Lubowa noted, he has mobilised his constituents to embrace poverty reduction programmes, and that many are now successful entrepreneurs.

He further argues that bailing out NRM institutions rendered impotent by able bodied persons is not an issue for ability or disability, but rather the work of alert brains and a committed heart.

In conclusion the determinedly speaking Lubowa said that nowadays, with the NRM government empowerment of the vulnerable and marginalized, he walks with his head high. He is a successful farmer with many heads of cattle, goats and a sizable tomato garden.

Lubowa has for decades promoted the youths talents through his Nkwenge Cultural Troupe which employs a number of both male and female youth and children.

He also boasts of educating a number of talented children, some of whom have ended up scooping scholarships abroad.
