The Board of Directors of the Insurance Regulatory Authority (IRA) has appointed Dr. Protazio Sande as the Acting Chief Executive Officer, effective June 1, 2026.
Dr. Sande succeeds Alhaj Dr. Kaddunabbi Ibrahim Lubega, whose contract as Chief Executive Officer expired on May 31, 2026, after completing his term of office. Kaddunabbi ran to court challenging the Board’s decision not to renew his contract, a case that attracted widespread public attention.
Sande’s appointment was announced in a statement issued by the Authority’s Board on Monday. According to the Board, Dr. Sande’s appointment was made under Clause 6.11(h) of the Human Capital Management Manual (2023) to ensure continuity of operations and the effective discharge of the Authority’s mandate during the transition period.

Before his appointment, Dr. Sande served as the Director of Strategy and Market Development at the Insurance Regulatory Authority.
The Board expressed confidence in his ability to steer the institution, citing his expertise, leadership experience and deep understanding of the insurance sector.
“The Board is confident that Dr. Sande’s expertise, leadership and institutional knowledge will ensure effective leadership at the Authority, maintain stability and steer the growth of the insurance sector during the transition period,” the statement said.
The Authority reassured stakeholders that its operations, regulatory functions and services would continue uninterrupted under the new leadership.
IRA said it remains committed to its mandate of regulating, supervising and promoting a sound, competitive and inclusive insurance sector in Uganda.

The Board also paid tribute to the outgoing Chief Executive Officer, Alhaj Dr. Kaddunabbi Ibrahim Lubega, for his contribution to the growth of the sector during his tenure.
“The Board acknowledges the significant role Alhaj Dr. Kaddunabbi has played in advancing insurance regulation, market development and policyholder protection during his tenure and extends its best wishes for success in his next assignments,” the statement added.
The announcement was signed by CPA FCCA Keto Nyapendi Kayemba, Chairperson of the Board of Directors of the Insurance Regulatory Authority.
Dr. Sande takes over at a time when Uganda’s insurance industry is pursuing greater market penetration and financial inclusion, with regulators focusing on expanding access to insurance services and strengthening consumer protection across the sector.
