While speaking, Lukooya used a Luganda proverb, saying, “Omuwa butwa alina ky’alya tabulako gw’atta,” literally translated as, “A poison giver who has something to offer never lacks victims.”
Mukono District Chairperson Francis Lukooya Mukoome has claimed that he played a role in facilitating a meeting between Mukono Municipality Member of Parliament Betty Nambooze Bakireke and President Yoweri Museveni.
However, Lukooya did not disclose details about the meeting, including where it took place, its purpose, or what was discussed. He only stated that he helped Nambooze gain access to the President.
Lukooya made the remarks while addressing residents in Katosi Town Council on Tuesday. He added that he is unaware of the current relationship between President Museveni and Nambooze, saying his involvement ended after connecting the two.

He further pledged to help Mukono South MP Robert Maseruka meet President Museveni if the legislator wishes to do so. Lukooya assured Maseruka that, unlike in Nambooze’s case, he would not publicly disclose the arrangement after facilitating the meeting.
