Museveni Appoints Haruna Kasolo Acting Foreign Affairs Minister Amid Ayebare Vetting Setback

Kasolo was appointed and sworn in as Minister of State for Foreign Affairs just over a month ago. His latest appointment places him at the helm of Uganda’s diplomatic affairs on an interim basis as uncertainty continues over the substantive ministerial position.

President Yoweri Kaguta Museveni has appointed State Minister for Foreign Affairs Haruna Kyeyune Kasolo as the Acting Minister of Foreign Affairs following delays in the appointment of Ambassador Adonia Ayebare, who was earlier designated to head the ministry.

In an appointment letter dated June 22, 2026, Museveni invoked powers vested in him under Article 99(1) of the Constitution to appoint Kasolo as Acting Minister of Foreign Affairs in the absence of a substantive minister.

“In exercise of the powers vested in the President by Article 99(1) of the Constitution, I hereby appoint you as Acting Minister of Foreign Affairs in the absence of a substantive Minister,” the President stated in the letter addressed to Kasolo.

Copies of the appointment letter were sent to the Vice President, the Prime Minister, the Head of Public Service and Secretary to Cabinet, and the Permanent Secretary of the Ministry of Foreign Affairs.

The development follows complications surrounding the vetting of Ambassador Adonia Ayebare and four other ministerial nominees by Parliament’s Appointments Committee. The nominees were reportedly not vetted after concerns emerged regarding their citizenship status.

According to reports, Ayebare faced intense scrutiny over allegations that he holds American citizenship in addition to Ugandan citizenship. Uganda’s Constitution bars individuals with dual citizenship from holding certain high public offices unless they have formally renounced their foreign nationality in accordance with the law.

The vetting impasse left the Ministry of Foreign Affairs without a substantive minister, prompting the President to designate Kasolo to oversee the ministry’s operations until the matter is resolved.

Kasolo, a seasoned politician and former Member of Parliament, now assumes responsibility for coordinating Uganda’s foreign policy agenda, diplomatic engagements, and international relations as the government awaits a final resolution regarding the ministerial appointments.

The appointment comes at a critical time as Uganda continues to strengthen bilateral and multilateral relations with regional and international partners while pursuing key diplomatic and economic interests abroad.
