Pastors Given 90-Day Ultimatum to Demolish Illegally Constructed Churches

Mbarara City authorities have issued a final 90-day ultimatum to religious leaders to demolish all churches constructed in wetlands, drainage channels, and road reserves.

The directive was announced by City Clerk Justine Barekye Mulinzi following a temporary suspension of an ongoing demolition exercise aimed at restoring trade order and improving urban planning within the city.

According to Barekye, the three-month grace period was granted after Pentecostal church leaders appealed to authorities for more time to reorganize their structures and comply with city regulations.

During this period, all pastors operating within Mbarara City are required to submit essential documentation to the City Clerk’s office. These include valid certificates permitting them to operate as Non-Governmental Organizations (NGOs), as well as approved building and construction plans.

Barekye emphasized that while some churches have been given time to regularize their operations, those located in dilapidated structures or directly blocking drainage systems should begin demolition immediately to avoid forced eviction.

Pastor Willy Tumwine, Senior Pastor of Holy Spirit Fire Church, said the crackdown has created fear among both congregants and church leaders.

“This has caused significant fear among believers and leaders,” Tumwine said, adding that there is a need for continued engagement and dialogue between religious leaders and city authorities to find a lasting solution.

City officials maintain that the measures are necessary to ensure proper urban development, environmental protection, and public safety.
