Speaker Oboth Questions Delays in Parliament Chamber Construction, Cites Accountability Concerns

Oboth stressed that his focus as Speaker is on service to the country and ensuring public resources are used responsibly rather than pursuing personal gain.

Speaker of Parliament Jacob Oboth Oboth has raised concerns over the prolonged construction of Parliament’s new chamber, questioning why the project has remained incomplete more than a decade after it began despite the availability of funding.

Speaking during a parliamentary engagement, Oboth said the delays could not be justified given that resources had been allocated through the national budget and additional funds were reportedly available on Parliament’s account at the Bank of Uganda.

“A chamber taking from 2014 to date, unless you are building something else, but not that small Parliament,” Oboth remarked.

The Speaker suggested that the project’s slow progress was not due to a lack of financing but rather other interests that may have hindered its completion.

According to Oboth, some individuals were more interested in personal benefits than delivering the project on time.

“Me, a son of a peasant whom God has blessed to be a Speaker, what else can you do to me?” he said, emphasizing that he was not afraid to speak out on matters of accountability.

Oboth stressed that his focus as Speaker is on service to the country and ensuring public resources are used responsibly rather than pursuing personal gain.

The Speaker also used the occasion to outline his vision for Parliament, saying he assumed office with a commitment to restore order and strengthen adherence to parliamentary procedures.

“We’ve done some resetting, so fear not. I have come in good faith,” he said.

Oboth explained that the role of the Speaker is not to dominate parliamentary debates but to regulate proceedings and ensure that government business is conducted in accordance with the law and established rules.

He called on Members of Parliament to support the Prime Minister in her role as Leader of Government Business, noting that effective management of government priorities in Parliament requires cooperation from all stakeholders.

“The Prime Minister, as Leader of Government Business, should be supported to lead government priorities in Parliament,” he said.

Reflecting on his personal journey, Oboth spoke about his humble upbringing and the values that continue to guide his leadership.

He said he has achieved more than he ever expected in life and remains committed to serving with integrity and humility.

Quoting a biblical prayer, the Speaker said: “God, don’t make me too rich, or I will forget you. And don’t make me too poor, or I will go begging and I will curse you.”

His remarks offered insight into the leadership style he intends to bring to Parliament—one centred on accountability, orderly debate, respect for government business and service to the public.

The comments come as Parliament continues efforts to improve its operations and oversee the effective use of public funds in major infrastructure projects.
