A section of Buganda Members of Parliament, including several first-time legislators, on Tuesday secured influential positions in the Buganda Parliamentary Caucus, raising expectations among their constituents about effective representation in Parliament.

Buvuma Member of Parliament Robert Migadde Ndugwa was elected caucus chairperson unopposed after the 115 legislators expressed confidence in his leadership and experience, having served in Parliament since 2011.

The newly elected committee also features fresh faces, including National Unity Platform’s Zambaali Bulasio Mukasa, the Nansana Municipality MP, who was elected secretary for mobilization; Harriet Nakweede, the Kayunga District Woman MP, who took the position of secretary for welfare and development; and National Resistance Movement (NRM) legislator Sodo Aine Kaguta, the Mawogola North MP, who was elected secretary for external affairs.

Other leaders elected to the caucus include Katikamu North MP Denis Sekabira as vice chairperson, Busujju County MP Lukyamuzi David Kalwanga as secretary, Lwengo District Woman MP Cissy Namujju Dionizia as treasurer, Muhammad Kibedi Nsegumire as publicity secretary, and Nakaseke District Woman MP Sarah Najjuma as secretary for cultural affairs.

The position of secretary for cabinet affairs remains vacant pending President Yoweri Museveni’s announcement of the new Cabinet.

On the issue of rising unemployment in Buganda, Migadde described joblessness as a national challenge, though he noted that Buganda’s situation is unique because the region attracts people from across the country seeking better opportunities.

“We need more factories and industrial parks in Buganda so that more employment opportunities can be created. However, one of the challenges is that many youths in Buganda are selective about the kind of jobs they want to do and end up abandoning available opportunities,” Migadde said.

“People from Eastern and Northern Uganda are employed in factories because they are willing to take on any available job opportunity, unlike many of our brothers and sisters here,” he added.

He also pledged to work closely with Buganda Kingdom Prime Minister Charles Peter Mayiga to ensure that small-scale industries established in Buganda embrace value addition.

“Once a small factory is supported to add value to its products and increase both production capacity and the value of finished goods, it creates room for more employment opportunities,” he said.
