Dumped on Roadside, Human Head Leads to Arrest of Moneylender, Witchdoctor

 Police said Kamugisha reportedly led detectives and Scenes of Crime Officers through a reconstruction of the crime scene, demonstrating how and where he allegedly picked up Natukunda from Lukaya before killing her.

Police in Masaka have arrested a moneylender and a traditional healer, commonly referred to as a witchdoctor, following the discovery of a human head wrapped in a white polythene bag along the Kako–Mukungwe Road.

The arrests followed investigations into the murder of Natukunda Jackline, a resident of Lukaya, and other suspected murders linked to the alleged procurement of human body parts.

According to Greater Masaka Region Police spokesperson, Twaha Kasirye, the human head was dumped at Kako Cell in Nyendo-Mukungwe Division on September 29, 2026. The corresponding headless body was later recovered from Butale Cell in Kyanamukaka.

Following investigations, detectives arrested Kamugisha Kulaishi, 38, a moneylender and resident of Kasala LC I in Nyendo-Mukungwe, whom police have identified as the principal suspect.

The second suspect is a traditional healer from Kyotera District, who is alleged to have commissioned the procurement of human body parts.

Police said Kamugisha reportedly led detectives and Scenes of Crime Officers through a reconstruction of the crime scene, demonstrating how and where he allegedly picked up Natukunda from Lukaya before killing her.

Investigators further allege that Kamugisha told them the traditional healer had hired him to procure human body parts for sh2m, with sh250,000 reportedly paid in advance.

Police also suspect Kamugisha of involvement in two other murder cases reported in Nsangi, Wakiso District, and Sanga. According to investigators, he allegedly disclosed consuming one victim’s heart in one of the incidents.

During a search at his residence, detectives recovered a jacket, gumboots, a saucepan and other items suspected to be associated with ritual activities. The items have been secured for forensic examination as investigations continue.

Police said the two suspects remain in custody as detectives pursue further leads to establish the full circumstances of the alleged murders and determine whether more people were involved.

The suspects have not been convicted, and the allegations against them remain subject to investigation and court proceedings.
