Government has reshuffled senior communications officers, with Emmanuel Ainebyoona moving from the Ministry of Health to the Ministry of Works and Transport, while Allan Ssempebwa takes over communications at the Health ministry.
Ainebyoona, who previously served as the Health ministry’s senior communications official, will now oversee communication at the Ministry of Works and Transport.
He is widely known for his role in communicating government health programmes, particularly during the COVID-19 pandemic, vaccination campaigns and disease outbreaks.

Ainebyoona, a former Daily Monitor health reporter, became a familiar face during the COVID-19 response, regularly providing updates on the pandemic, government interventions and public health measures.
At Works and Transport, he will be expected to communicate government programmes and projects covering roads, transport infrastructure and other developments under the ministry.
Ssempebwa, who previously worked with the Ministry of Works and Transport, will take over communications at the Ministry of Health.
He brings experience from both the public service and government agencies, having also worked with the Uganda National Roads Authority (UNRA) and Uganda Revenue Authority (URA).
His new assignment at Health will see him handle communication on healthcare services, disease prevention, medical programmes and other initiatives implemented by the ministry.
The changes are part of a wider reshuffle currently taking place across government ministries and agencies.
More changes are reportedly expected in several ministries as government continues to realign senior officials and communications personnel.
The latest movements come at a time when effective public communication remains central to government programmes, particularly in sectors such as health, infrastructure and transport, where ministries regularly engage the public on policies, projects and service delivery.
