The court convicted Kangavve on his own plea of guilty and ordered him to refund sh31,663,435, being the full amount of the financial loss caused to the Government.
A teacher has admitted using his brother’s identity and employment documents to secure a Government teaching job, leading to a financial loss of sh31.6m.
Samuel Kangavve appeared before the Anti-Corruption Court on September 11, 2026, in Uganda v Kangavve Samuel, HCT-00-AC-CO-0107-2026, and pleaded guilty to charges of causing financial loss and personation.
The court convicted Kangavve on his own plea of guilty and ordered him to refund sh31,663,435, being the full amount of the financial loss caused to the Government.
The court fined him sh3.3m or two years’ imprisonment in default for causing financial loss. On the charge of personation, he was fined sh1 million or one year in prison in default.
Kangavve was also barred from holding public office for 10 years.
The case followed investigations by the Inspectorate of Government, which established that Kangavve used the identity and employment documents of his brother, Mutyaba Eria Paulo, to take up a Government teaching position.
According to the investigation, Mutyaba had been offered the Government teaching job but did not take it up.
Kangavve allegedly took advantage of the vacant position by assuming his brother’s identity and working under his name, while at the same time remaining employed and receiving a Government salary under his own name.
The arrangement resulted in Kangavve receiving Government remuneration under both identities, causing a financial loss of Sh31.6 million.
The court consequently ordered him to refund the entire amount lost by the Government in addition to the fines imposed for the two offences.
