IGG Impounds District Bulldozer Over Alleged Misuse, CAO Arrested

According to the Inspectorate, preliminary investigations established that the district-owned machine was allegedly being irregularly hired out to Karukana Enterprises Ltd, in violation of the laws and regulations governing the management and use of government property.

The Inspectorate of Government (IG) has impounded the Kibaale District Local Government bulldozer valued at approximately sh600m over allegations that it was being illegally hired out to a private company for personal gain.

The bulldozer, registration number LG 0028-19, is currently being held at Kibaale Central Police Station following a spot-check operation conducted by officers from the IGG’s Hoima Regional Office in collaboration with Hoima Central Police.

According to the Inspectorate, preliminary investigations established that the district-owned machine was allegedly being irregularly hired out to Karukana Enterprises Ltd, in violation of the laws and regulations governing the management and use of government property.

Four Mbale City Officials Interdicted Over Alleged Negligence, Abuse of Office

The IGG said the alleged arrangement involved Kibaale District Chief Administrative Officer (CAO) John Katotoroma and District Engineer Chrizestom Bagire.

Following the operation, Katotoroma was arrested and detained at Kibaale Central Police Station, where he recorded a statement before being released on police bond.

The Inspectorate said investigations into the alleged misuse of government property, contrary to Section 9(5) of the Anti-Corruption Act, Cap. 116, are ongoing.

District Engineer Bagire is not in custody but has been invited to the IGG’s Hoima Regional Office to assist with the ongoing investigations.

The Inspectorate of Government reiterated its commitment to safeguarding public assets, combating corruption, and ensuring that government resources are managed lawfully, transparently, and solely for the benefit of the public.
