The ministry did not, in the letter, specify individual allegations against each of the 13 officials or indicate whether any arrests had been made.

The Ministry of Local Government has directed Kayunga District Local Government to interdict 13 officials to pave the way for investigations into allegations of gross negligence of duty, abuse of office, mismanagement of public resources and possible financial impropriety.
The directive follows a meeting convened by the Minister of Local Government in Kayunga on September 30, 2026, during which several concerns were raised about the officials and their conduct in the district.
In a letter dated October 1, 2026, Permanent Secretary Ben Kumumanya instructed the Kayunga Chief Administrative Officer to immediately interdict the officials in accordance with the Public Service Standing Orders, 2021.
The ministry said the alleged misconduct had greatly compromised service delivery in the district.

Those affected include District Engineer Eng. Rogers Meke, District Education Officer Dr. Dan Bubaale, District Planner Judith Kayote, and District Production Officer and PDM focal person Charles Yiga.
Others are District Natural Resources Officer Vincent Ahimbisibwe, District Staff Surveyor Simon Senfuka, Kayunga Town Clerk Farida Kulabako, Principal Human Resource Officer and Secretary to the District Service Commission Dickson Seboowa, District Inspector of Schools Ramathan Simali, and Senior Human Resource Officer Abdu Munulo.
The list also includes District Senior Land Management Officer Godfrey Ouma, Nakivubo Primary School head teacher Moses Iremera, and clinical officer Prossy Nalujja.
According to the ministry, the interdictions are intended to allow investigations by the State House Anti-Corruption Unit and other relevant government agencies.
The Permanent Secretary directed the Chief Administrative Officer to implement the interdictions with immediate effect.

Copies of the directive were sent to the Minister of Local Government, Minister of State for Local Government, Inspector General of Government, Head of Public Service and Secretary to Cabinet, Head of the State House Anti-Corruption Unit, Kayunga Resident District Commissioner and the district chairperson.
The ministry did not, in the letter, specify individual allegations against each of the 13 officials or indicate whether any arrests had been made.
Interdiction is an administrative measure that temporarily removes an officer from active duty while investigations or disciplinary proceedings are conducted and does not, by itself, amount to a finding of guilt.
