Five officers have been promoted to the rank of Senior Commissioner of Prisons (SCP). They are Aliyo Naatukunda, Geraldine Prossy Najjuma, Stephen Lugonda, James Emotu, and Moses Ssentalo.
President Yoweri Kaguta Museveni has approved the promotion of 11 senior officers in the Uganda Prisons Service (UPS), a move aimed at strengthening the institution’s leadership and advancing professionalism within the country’s correctional system.
The promotions are contained in Service Orders Part II No. 07/2026, issued on July 1, 2026, by the Commissioner General of Prisons, Can. Dr. Johnson Byabashaija.
According to the service orders, the appointments were made by the President under Article 172(1) of the Constitution of Uganda and Section 10(c) of the Prisons Act, 2006, acting on the advice of the Prisons Authority.

Six other officers have been elevated to the rank of Commissioner of Prisons (CP). They include Godwin George Lenga, Fred Kajjubi Kayongo, James Cockers Okiror, Francis Xavier Elubu, Mary Centinary, and Christine Peace Babirye.
Commissioner General of Prisons Dr. Johnson Byabashaija congratulated the newly promoted officers, urging them to uphold the highest standards of professionalism and provide exemplary leadership in their new roles.
“Congratulations to all who have earned the promotion. I urge you to work even harder and maintain the highest standards of professionalism,” Dr. Byabashaija said.
The promotions are expected to reinforce the Uganda Prisons Service’s leadership structure as the institution continues implementing reforms aimed at improving prison management, rehabilitation programmes, security, and service delivery.
In recent years, the Uganda Prisons Service has intensified efforts to promote merit-based career progression, professional development, and institutional transformation to enhance the efficiency and effectiveness of correctional services across the country.
The newly promoted officers are expected to assume their new responsibilities with immediate effect as the service strengthens its operational and management structures nationwide.
