NRM’s Paddy Kisembo Secures Landslide Victory in Kikuube LC5 Chairperson By-Election

A total of 35,324 valid votes were cast in the election. The Electoral Commission recorded 887 rejected ballots, bringing the total number of ballot papers counted to 36,211. An additional 74 ballot papers were reported as spoilt.

National Resistance Movement (NRM) candidate Paddy Kisembo has secured a landslide victory in the Kikuube District LC5 Chairperson by-election, defeating his closest challenger by 17,900 votes to retain the district’s top local government seat for the ruling party.

According to the official Return Form for Transmission of Results issued by the Electoral Commission, Kisembo garnered 26,612 votes, comfortably ahead of National Unity Platform (NUP) candidate Fenekansi Timanyire, who polled 8,712 votes.

The results were announced by Kikuube District Returning Officer Twine Emmanuel at the district headquarters on the night of June 18, 2026, officially declaring Kisembo the duly elected LC5 Chairperson.

The by-election was held following the death of Kikuube District LC5 Chairperson Araali Peter Banura, who had been re-elected for a second term but passed away before being sworn into office. Banura succumbed to injuries sustained in a road accident on April 4, 2026, leaving the seat vacant and necessitating a fresh election.

Kisembo’s commanding victory underscores the NRM’s continued political dominance in Kikuube District. In the declaration, the Returning Officer stated that Kisembo had obtained the highest number of valid votes cast and was therefore duly elected LC5 Chairperson in accordance with the provisions of the Local Governments Act.

The outcome strengthens the NRM’s hold on the district’s top local government leadership position and marks a significant political win for the party in the Bunyoro sub-region. Supporters of Kisembo welcomed the results, while attention now shifts to his plans for service delivery, infrastructure development, and addressing the priorities of residents across the district.

Kisembo is expected to assume office upon completion of the Electoral Commission’s post-election processes.
