A police source, speaking on condition of anonymity, said the cause of death had not yet been established. The minister reportedly sustained a severe head injury, while the vehicle showed heavy damage to its right side and rear — but little to none at the front.

The death of Burundi’s Minister of Communication and Media, Gabby Bugaga, has triggered growing scrutiny after conflicting accounts emerged over the circumstances surrounding what officials initially described as a road accident.
Bugaga’s body was discovered early Thursday by farmers in Kivoga, about 10 kilometres north of the economic capital, Bujumbura. He was found inside a damaged four-by-four vehicle that had veered off a little-used road cutting through oil palm plantations, an area known for poor road conditions.
In an official statement, government spokesman Jerome Niyonzima said the minister died at dawn on April 16, 2026, “following an accident,” offering no additional details.
However, information from sources close to the investigation has raised questions about that account.

A police source, speaking on condition of anonymity, said the cause of death had not yet been established. The minister reportedly sustained a severe head injury, while the vehicle showed heavy damage to its right side and rear — but little to none at the front.
“The circumstances are not clear,” the source said. “There is a serious head wound, yet the front of the vehicle appears intact.”
Images shared on social media by local residents who first came across the scene — and later authenticated by sources — appeared to support those observations, adding to public speculation.
Conflicting narratives have also emerged over how authorities are handling the case. While the police source suggested there was reluctance within government circles to escalate the matter, an administrative official insisted that an investigation is underway to determine the exact cause of death.
Senior government figures, including the ministers of interior and justice as well as the attorney general, visited the scene on Thursday, underscoring the sensitivity of the case.
Bugaga, a former journalist with the national broadcaster, had built a career in public communications before joining the Independent National Electoral Commission. He was appointed minister in 2025.
His sudden death — and the inconsistencies surrounding it — have drawn heightened attention in Burundi, with calls for clarity likely to intensify as authorities continue their inquiry.
