The Chairman of the Patriotic League of Uganda (PLU), Gen. Muhoozi Kainerugaba, has removed Hon. David Kabanda as the organisation’s Secretary General and appointed Hon. Fadil Twaha to the position in a major shake-up of the pressure group’s leadership.
The announcement was made through a series of posts shared by Gen. Muhoozi on his official X account on Sunday.
“The new General Secretary of PLU is Hon. Fadil Twala. I will work closely with him to achieve our objectives. I thank Hon. Kabanda for his three years of excellent service. He set the standard high for the position,” Gen. Muhoozi posted.
The development marks another setback for Kabanda, whose political fortunes had already suffered a blow during the recent cabinet reshuffle, where he had been widely expected by his supporters to secure a ministerial appointment but was left out.

At the time, Gen. Muhoozi publicly sought to console Kabanda, saying his role as PLU Secretary General was more important than holding a ministerial office, a statement that appeared to reassure his supporters.
However, his removal from the influential PLU position only weeks later is likely to fuel fresh speculation about his future within the organisation.
Kabanda has been one of PLU’s most visible and outspoken leaders over the past three years. He was particularly instrumental in mobilising the organisation’s activities and became known for his strong criticism of several political figures, including Speaker of Parliament Anita Annet Among.
He was among PLU leaders who publicly questioned allegations of corruption linked to Parliament and called for reforms and changes in leadership. However, no official statement from PLU connected his removal to those campaigns.

The PLU chairman also announced broader structural changes within the organisation.
“I am retaining Michael Nuwagira, Edwin Karugire, Hon. Michael Mawanda and Andrew Mwenda on the Central Committee of PLU. The rest will be announced soon,” he posted.
He further revealed that a new Central Committee would be appointed in the coming months.
“In the next few months I will appoint a new membership of the Central Committee of PLU. We achieved what we set out for with the previous team. The new challenges that face us need a fresh team,” he wrote.
Gen. Muhoozi also reaffirmed PLU’s alliance with the ruling National Resistance Movement (NRM), saying the partnership was centred on delivering results.

“PLU’s strategic alliance with NRM is based on achieving results for our people. Our members in the cabinet and parliament must follow the President’s instructions to return to the grassroots and effectively monitor government programmes,” he posted.
The PLU chairman additionally issued a strongly worded message on social issues, saying he remained serious about statements he makes on matters affecting society.
The leadership changes are expected to trigger debate within PLU circles, with political observers closely watching whether Kabanda will be assigned another role or whether the decision signals a wider reorganisation ahead of future political activities.
Neither Kabanda nor PLU had issued a detailed statement explaining the reasons behind the transition by press time.
